Operator Overview
Fangirls (and fanboys) rejoice: a new husbando has arrived! Elysium’s specialty is Originium Arts related to sound, which has given him a special niche as a communicator of messages during secret operations. He also hates to see his comrades squabble and goes out of his way to facilitate good team relations, which might be why he’s so good at his job as a 5* Utility Vanguard who can both generate DP and support his team.
When Elysium hits the field, he paves the way for Snipers to join the fray. His Talent, Sniper Support, reduces the DP cost of Sniper Operators as long as he is deployed, and it also causes all deployed Snipers to gain attack speed while one of Elysium’s Skills is active. Elysium himself cannot attack while his Skills are active (like other Utility Vanguards), but his Skills are so strong that he doesn’t need to. First is Support γ, which is one of the most efficient DP-generating Skills in the game. If you just need Elysium to generate DP, this is definitely the Skill to use. However, Monitor (his Skill 2) is also quite effective at generating DP, with the added bonus of “locking on” to nearby enemies—reducing their movement speed, decreasing their DEF, and removing any stealth effects they have. This is one of the few ways to counter enemies with stealth effects, and it also lasts longer than Support γ, which means a longer duration of Sniper Support.
As a Utility Vanguard, Elysium is no great shakes at combat, having mediocre stats, Block-1, and slower attack speed than other types of Vanguards. In most cases, however, he’s strong enough to survive the first wave of enemies in a battle, which gives him time to do the job of a Utility Vanguard: quickly generate DP so other units can hit the field. At that point, many Vanguards would retreat to free up a spot for a stronger unit, but the debuffs from Monitor are powerful enough to make keeping Elysium on the field in a support capacity a viable strategy in some situations.

Elite Promotion Discussion
The main draw for promoting Elysium to E2 is causing his Sniper Support Talent to reduce the DP cost of all Sniper Operators by -2 instead of -1, and, while his skills are active, to increase the ASPD of all Sniper Operators by +20 instead of +10. He doesn’t get a whole lot out of M3ing his Skills, but the main benefit—reducing their SP costs—allows him to generate DP earlier in a battle, which is always good.

Elysium's Masteries can be a little confusing because at first glance it looks as if they would follow the same logic as Myrtle, yet the logic ends up being the opposite. Although S1 is the better DP generation skill, his S2 utility is miles ahead of Myrtle's. Additionally Myrtle is often the better choice for tight DP because her base cost is cheaper. The times where DP is SO tight that you need both S1's is very rare in Story scenarios, so Elysium's S2 is the better choice for its utility.
However for Advanced situations such as high-risk CC, his S1 gains a lot of priority. DP management is extremely important, and with the introduction of Saileach, his S1 has become a far more important option, often being preferred over Myrtle (unless you run all three of course). Advanced players will want to prioritize Elysium's S1M3 quite a bit higher, whereas Story players may not want to bother at all.
Finally note that Elysium lacks an important feature of Myrtle which is cost effectiveness. Being higher rarity, his Masteries cost quite a bit more, and although his S2M3 is an important Mastery, key DPS should be put ahead of it in most cases.

According to his own account, he did consider becoming a messenger prior to joining Rhodes Island, a career plan that is now on hold.
In fact, Elysium's sense of direction is so strong that he can remember any place he's ever been to, as well as being able to mentally map out a course of action with surprising accuracy. However, the maps that he comes up with often are not cost-efficient or practical, and he sometimes has to simplify these routes to facilitate better understanding and realizability — and yet, none of this meticulousness is carried over to his daily life.

Increase Trust to 100.Generally speaking, in addition to facilitating communication within the team, Elysium's most frequent job is to coordinate interpersonal relationships and arbitrate conflict. He values the relationships between team members far more than Operators who prefer to work alone; therefore, any conflict between members is the last thing he wants to see.
Elysium's mere presence during a mission is enough to improve a team's morale and facilitate a more relaxed atmosphere. Though he often fails to recognize his own contribution in maintaining the harmony of a team, he always manages to elicit some very memorable reactions. When operators with clashing personalities have to be assigned to the same team due to special circumstances, the operation leader will often consider adding Elysium to keep the operation moving forward smoothly.

Increase Trust to 150.There might be people out there who are inclined to believe that he doesn't work hard or take his responsibilities seriously because of his somewhat irreverent, joking tone.
But we've all come to realize that this is but another form of humility. A Special Ops team's line of work can be very dangerous, and Elysium's role during these operations is sometimes even more important. The transmission device he carries with him needs to be paired with his Originium Arts in order to achieve the greatest effect, and the tacit synergy between Elysium and his direct superior can sometimes be the key to victory.
To say that his job is to provide courage itself is, in my opinion, not an exaggeration. But this courage is not the flag-waving kind that gets people riled up before they charge off to war, but rather something more practical.
When operators such as Elysium are present on the battlefield, the commander can better focus on understanding the overall situation, and individual operators can fight with the peace of mind that the operation plan is being executed. Some special operations even hinge on the state.'

Increase Trust to 200.In the entirety of Rhodes Island, the person who Elysium trusts most is the leader of the 3rd Squad to which he is also assigned, and these sentiments are reciprocated. It can be said that the duo's unbreakable trust is a product of their ability to fit together in all aspects, as well as years of cultivating their relationship.
As the captain of one of Rhodes Island's special squads, the leader has a very special ability. This ability often provides unexpected and valuable effects in combat, but poses a hindrance in daily life. Only through Elysium's assistance is the leader able to normally communicate with others, and this responsibility may perhaps be the reason why Elysium chose to stay in Rhodes Island.

Once Elysium has recognized someone as reliable, he will display his trust in his own special way, which may manifest in the form of nonsensical dialogue, or through increasingly preposterous bets. In this regard, 'comrade' has a very special meaning for Elysium, and this is not a term that he uses lightly.
Taking everything in consideration, none can deny that Elysium is an excellent teammate and a reliable partner on the battlefield, even if he can be a bit annoying.
