Quick Evaluation
+ S2: can shift enemies in the direction he is facing rather than the direction of the attack, giving him a unique niche. He can push into many holes other Push Strokers can't such as those he is deployed in front of. He can also shift enemies through him, such as if blocked from the back or the side.
+ Skills deal no damage, allowing him to shift enemies that would otherwise trigger on receiving damage.
- S1: heavily map dependent and usually inferior to other options even in the best case scenario.
- Shifters will always be a map dependent and niche solution, so investment can be very expensive for the benefits.
- Requires expensive Masteries to be viable for more than basic scenarios.
- For basic story purposes, Shaw is still better and for stalling purposes, FEater is still better.
Operator Overview
Enforcer’s dapper dress sense and relaxed expression belie his high ranking within the Laterano Notarial Hall. Not content with the high ranking of Executor (the ranking that Operator Executor holds), this Sankta has gone above and beyond to the position of Enforcer. It might be a bit worrying that the powerful Notarial Hall is placing more of their own agents into Rhodes Island’s ranks. However, it’s hard to turn down the unique help of Enforcer, a 5* Push Stroker Specialist with many interesting abilities: ignoring DEF based on weight, Stunning enemies, and Pushing in unusual directions while dealing no damage.
The only damage boost in Enforcer’s kit is his Talent, Trick Shot, which allows him to ignore DEF when attacking heavy enemies. Enforcer isn’t here to do his job by force—he takes the aikido approach of applying just enough pressure to change an enemy’s direction. His two Skills look like typical Push Stroker Skills at first glance—the Defensive Shot S1 is an automatic Push with lower force, and the Wild Shot S2 is a manual Push with higher force. However, there is a lot of nuance to Enforcer’s Push:
- Enforcer’s Skills DO NOT deal damage. This allows Enforcer to Push enemies that would trigger special effects upon taking damage (i.e., flagbearers) without setting them off.
- Enforcer’s Skills inflict Stun. The S1 only Stuns if he pushes the target(s) into a high-ground tile (in other words, if his push slams the enemy into a wall). Wild Shot Stuns by default, but the Stun duration is increased if he pushes the target(s) into a high ground tile. Also, if Enforcer pushes one enemy into another enemy with Wild Shot, both targets will be Stunned.
- Enforcer’s S2 is very special because it pushes enemies FORWARD rather than AWAY. If you point Enforcer away from his targets and then use S2, he will push enemies straight through himself in the direction he is facing. If you point him to the left, he will push enemies through himself and to the left. If you put him on a high-ground tile, you can push enemies off to the sides in whatever direction he’s facing.
All of these strange caveats allow Enforcer to pull off some fun big-brain plays. However, is this useful? It depends on your playstyle. Even with his Talent, Enforcer’s damage potential is relatively low due to his non-damaging Skills, and his utility is rarely necessary to complete a map. On the other hand, Enforcer can sometimes perform jobs that other Pushers could not (i.e., moving flagbearers without triggering them) or complete complicated pushes singlehandedly (i.e., pushing around a corner in a way that would usually require a Blocker and a Pusher working in tandem), which can open useful avenues of strategy for a creative Doctor. Here’s hoping he’s not secretly spying on Rhodes Island behind the scenes, because there are some Doctors who would be very sorry to see him go.

Enforcer's no-damage and directional shifts are his key advantages over the other Push Strokers, and the directional shift is only available on his S2. Additionally, those niches tend to favor less common scenarios. That is, they’re best to save for specific high impact moments, so the additional control and larger shift force also help make it by far his best skill.
Without the directional shift, his S1 only has a tiny niche that is inferior to other options like FEater’s S1, Weedy S1, or Shaw’s S1, so it is mostly not worth the resources. It does maintain modest grades due to the important shift force increase, however, and can be a reasonable target if he is your only raised Push Stroker. Like most Shifters his Masteries are quite important for his usage.

Increase Trust to 100.However, the education and training required of a Notarial Hall executor goes far beyond that.
Working in the Notarial Hall is a difficult task, and each official requires a deep understanding of several layers of laws, regulations, and rules. In other words, it can be said that many in the Notarial Hall are profound legal scholars. On top of all this, an executor must also have excellent gun-handling skills, and most difficult of all, must deal with situations where they might be forced to point the muzzle at their own kind. This is not something that can be learned from a textbook.
Due to both the Sankta's laws and their own empathy, it is inherently difficult for one to harbor hostilities towards another, or even to hide their hostilities. Even if it would not violate the law, one still needs to overcome massive psychological pressure, as well as a sense of moral condemnation, to lift one's hand against a fellow Sankta. Perhaps Operator Executor represents the ideal state that skilled, experienced executors should aspire towards. However, Operator Enforcer still managed to pass his Notarial Hall training, all while maintaining his gentle demeanor.
With a smile on his face, he told the HR operator that he had no special secrets to accomplish this. Simply a bit more patience.

Increase Trust to 150.According to Operator Enforcer's explanations, Cecelia's health is not in stable condition, and, following Dr. Kal'tsit's judgment, Rhodes Island will provide her with as much medical assistance as possible. Unfortunately though, there really is not much we can do for this lovely young lady. Dr. Kal'tsit can only provide a few bits of basic medical advice on diet and rest. Given that Cecelia will travel to areas near Kazdel, it will be difficult for Medical to conduct follow-up health monitoring. However, Cecelia assures us that she can take care of herself, and we have little choice but to trust in this precocious girl. After all, Enforcer will be accompanying her along the way. An executor should have the skills to handle whatever challenges may arise on the way.
It's worth noting that in the period before leaving for Kazdel, Enforcer often spoke with the operators in charge of educating the minors at Rhodes Island, consulting them in great detail on all the recommended textbooks and supplementary materials from primary education through secondary education, and downloading everything onto his terminal.

Increase Trust to 200.Cecelia's condition is very unique. Unexpectedly, Operator Enforcer seems to have a deeper understanding of this than we do, perhaps due to what they experienced during Laterano's Summit of Nations.
That's right. The girl named Cecelia has a mix of Sankta and Sarkaz blood. Despite the deep hatred between these two races, there are always those who can overcome the barriers built over thousands of years. To be honest, this girl is not alone. Emotions have a lot more power than one would expect.
The truly remarkable thing is that even as a mixed-blood, Cecelia's halo still shines bright above her head, though somewhat unstably. Children between Sankta and foreigners can never be Sankta, and this should have been ironclad law. Their haloes and wings of light are proof of their acceptance by the law, which shuns all else.
What, then, does Cecelia's existence mean?
We have too little information to work with.
Neither Cecelia nor Ezell seemed insistent on asking this question, which is likely the wisest course of action. For us, what truly matters isn't the meaning given to one's existence, but what meaning that existence can go on to create. The journey ahead of them is destined to be rough, and there will be no shortage of trials and tribulations. They may well tread a thorny path, and even come home empty-handed.
But their journey will never be in vain, and we wish all the luck in the world to these two youths.

Upgrade to Elite LV2.Yet when he finishes his work, Enforcer will pull out a separate coffee brewing set. He often spends hours at a time comparing the differences in flavor caused by varying degrees of roasting, configuring the perfect blend of coffee bean varieties, optimizing the proper ratio of cream and sugar, and even subscribing to the Bolívar Agricultural Magazine just to read the coffee planting columns—even though the magazine is often delivered months late. If Enforcer ever invites you to try the new blend of coffee he whipped up after work, be sure to accept his offer: you won't be disappointed.
However, if you ever accept a cup of coffee from him during work hours, be sure to determine whose cup it is.
