Quick Evaluation
+ Offers decent crowd control, especially when paired with others operators that apply Cold, or when her ASPD is boosted.
+ S2: Synergizes well with her Archetype as the drones lock onto the target and Freeze immobilizes, allowing her more time to attack the same target.
- S2: Freeze chance is RNG based with the low chance to Cold, so it can be unreliable.
- Her unique ability to freeze enemies is only active with S2, which has a poor uptime.

Operator Overview

Kjera is possibly the Goddess Kjeragandr (the one that Pramanix and her family worship). It’s a little unclear why a goddess would choose to take the form of Pramanix’s maidservant, but then again, even a goddess needs a bit of fun once in a while. For example, oh… fighting as a 5★ Mech-Accord Caster and bringing the formerly-enemy-only Cold status ailment to the field?
Mech-Accord Casters have quick ASPD but low ATK, relying on dealing lots of small hits quickly with the help of a “drone” that deploys along with her. Mech-Accord drones attack at the same time as their Caster companions, and their damage ramps up the longer they attack the same target. Kjera compensates for the “low ATK” part of the archetype with her Talent, Deference, which gives her a small ATK buff that increases if she is deployed next to two or more ground tiles (typically an easy condition to satisfy). She puts this buff to good use with her Unrestrained Heart S2, where she further buffs her ATK and—more importantly—conjures a second drone, attacking three times with each action! Kjera’s drones can also follow the enemy out of her attack range as long as Unrestrained Heart is active, continuing to fire until the Skill ends… or until the enemy’s life does.
Finally, while Unrestrained Heart is active, Kjera and her drones have a chance to inflict the Cold ailment on their target. Cold reduces the ASPD of the target, and if it is applied again to a target who already has Cold, that target is Frozen, preventing them from moving and lowering their RES for the duration. The chance to cause Cold with Unrestrained Heart is low, but because Kjera unleashes so many attacks during its duration, you’ll see the effect more often than you might think.
On her own, Kjera is a reliable source of quick, effective Arts damage, especially for a welfare Operator. However, Kjera really shines when supported by other Operators. Kjera’s main strength is causing Freeze with Unrestrained Heart, and you can bolster this in two ways: Operators who cause Cold, or Operators with ASPD buffs. The former is obvious: layer more Cold effects and you get more Freezes. However, with just a small ASPD buff, Kjera becomes quick enough to land another attack before her own Cold effect wears off, greatly increasing her ability to Freeze targets. Even a goddess can’t do everything by herself—if she could, she wouldn’t need worshippers, now would she?
Newbie Tier List Explanation
Good damage, crowd control, and debuffing. A decent choice for new players, though most will be fine using the cheaper-to-develop Click instead, and using the resources on a bigger-impact upgrade elsewhere.

Kjera, although a decent unit, is one who has a serious value problem. When considering promotion costs, there are more cost-effective options for lower rarity Casters that people will already have available, such as Amiya and Click. That makes the investment value of Kjera quite a bit lower. Given her very high promotion and Mastery costs, it's difficult to give Kjera high grades here. However if you can stomach the costs she can be a surprisingly reliable Caster, especially in IS. Most people though, will want to stick with Click and put those resources elsewhere.
It's worth noting that along with Gnosis, she can pretty reliably Freeze enemies for her S2 duration which is a pretty powerful combo. If Gnosis is a regular on your team she can look a lot more appealing despite the costs.

Increase Trust to 100.Before Pramanix first visited Rhodes Island, Kjera didn't actually shy from meeting any others from Kjerag, not even avoiding showing up in the same place as SilverAsh when he visited—of course, both SilverAsh and her are obviously people who know the limits.
Essentially, Kjera has never given anyone a very clear sense of being 'the surrogate of the Saintess,' but more pertinently, she seems to take a lot more joy in the Operator lifestyle than many others.
Moreover, she has a full understanding of Kjerag; even the travel handbooks issued by Karlan Trade don't know as much as she does, and in her vivid explanations, plenty of operators have gained a more profound comprehension of what kind of place Kjerag is.

Increase Trust to 150.Firstly, Saintess Enya was already nominally Kjerag's leader, and Rhodes Island policy has always refrained from having direct ties to any political entity. Secondly—before that, her elder brother, Enciodes, had already become a Rhodes Island interim collaborative operator—SilverAsh.
If Enya and Enciodes' relations weren't apparent by the end of the Doctor's journey to Kjerag, then they were crystal clear by the time Kjera handed her application in. The siblings' reconciliation had already turned out as a false start. They chose their own respective positions, and hence simply acted on them, nothing more.
And Enya still decided to join Rhodes Island even after knowing the basis of our and Enciodes' relationship; we're hard-pressed to believe her objective really was as simple as Kjera claims, that she wanted to give herself a moment of reprieve from the bustle of government affairs, and reunite with her sister. Or, perhaps, this truly is her mind, but given her identity, just the slightest carelessness and Rhodes Island would become another battleground for her and Enciodes' game, even if that's not what she wants.
But in the end, Rhodes Island still approved her application. After all, taking a step back, Kjera joining Rhodes Island as Enya's surrogate already gave rise to ties between us and Enya, and refusing at this time would be like sticking our heads in the sand. In another regard, Rhodes Island has always been capable of maintaining its own position, and as Enya and Enciodes are both willing to accept Rhodes Island's terms, acting as operators under certain restrictions, they would have to honor Rhodes Island's policy in that case. At Rhodes Island, she is Operator Pramanix, and Enciodes is Operator SilverAsh, with nothing on top.
'...Speaking as a bystander, I'm very happy Enya and Enciodes have separately made their choices. The answers they've submitted are both brilliant, and I have high hopes for the future. But I'm no more than an observer, in the end. I'm Enya's head maid; I've seen her anger, bewilderment and tears. At least, I personally feel it isn't.
When She was born, She thought there was only the snowcapped mountain between heaven and earth, and the people living on the snowfields, and She automatically felt close to those people. She had never left Kjerag before, and She only knew a land by that name, and was only acquainted with the people who lived upon it. The Kjerag people believed they were relying on Her, but in actuality, wasn't She relying on them too?
Did thinking of having to bear the people's hopes terrify Her in turn? Had confronting the way in which things developed left Her at a loss? Did realizing the people held to faith and ceased to walk on cause Her regret?
Who was She?
In all honesty, what this question should be asking is, what was She, and what did She represent.
My answers are, She was born of Kjerag's people, and She stands for what once happened, but She doesn't know what *is* happening, nor what *will* happen.
Kjerag's future has never been in Her hands, and should not be in Her hands.
But if so—what course should She now follow?
Why would She be born unto this great land? If protecting Kjerag is not Her calling, then what meaning is there in Her life?
This answer, She wishes to find.

Upgrade to Elite LV2.Kjera doesn't hide this, and has given a definitive reply.
'I can indeed appear wherever I want within Kjerag's borders, but I can't do that outside of them.'
Aside from that, she's also shown herself to have some ability of mental suggestion, able to make others not consider her conspicuous, and she's relied on this ability to lead her long life in Kjerag without being suspected.
Her openness actually deepens Rhodes Island's confusion—in the end, this clearly doesn't fall under any Originium Arts.
However, she and Nian should be of the same sort. After all, the first time she saw Nian, her stunned look left a deep impression on us. Nian seems to take a fair liking to her as well, frequently showing up solicited by her chef's table.
Further, compared to Nian's reason-rejecting abilities, her own could be called so much as immature, which inevitably piques greater curiosity in their true identities, as well as their race's mode of life.
