Quick Evaluation

+ Talent 2: Unconditionally decreases movement speed of enemies within attack range.
+ Very strong and reliable crowd-control utility. With a fully leveled Module SPC-Y, her S3 reduces the Movement Speed of enemies in range by 90% (and 99% with Potential 5).
+ Talent 1: When deployed, all allied Caster SP gain increased (does not stack with similar effects).
+ S3: Powerful stall in a wide range that is useful even in endgame scenarios.

Operator Overview

"Doctor, you don't need to concern yourself with how to have a good relationship with me. For me, friends, family, and love… I have nothing against them, but I don't need them either. Heh, not like that's going to stop you from trying, right? Well, I don't really mind, so give it your best shot~"

Not much is known about Mostima. She keeps a smile on her face and an arm’s-length of distance between her and the rest of the world. Pleasant yet emotionless, Mostima seems to have no objection to acting as a 6★ AoE Caster for Rhodes Island, one who also wields aspects of Support and Crowd-Control.

Mostima manipulates time to sloooooow down her enemies while speeding up the SP generation of her Caster allies. Her first Talent, Skill Aura - Caster enables the SP recovery, while her second Talent, Subjective Time Dilation (obtained upon promotion to E2) does the Slowing. Her Skill 2, Lock of Shattered Time slams a potent Stun on all enemies in range and deals damage to them every second while they’re stopped in their tracks. Yet her Skill 3, Key of Chronology is the real key to her success with its wide range of effects: Mostima’s attack range and ATK increase, she hits all enemies in range, the strength of her passive Slow increases, and her attacks push all targets away from her. It takes a special enemy indeed to make it past Mostima while her Skills are active.

That being said, there is a lot of time where Mostima’s Skills will not be active, as they have very high SP costs (especially her Skill 3!) and neither Skill is active for very long (especially her Skill 2), meaning neither has very high up-time. In addition, Mostima suffers from the usual downsides of AoE Casters, including high DP cost and slow ASPD. The utility of her Talents are useful even while her Skills are on cooldown, but they are not impactful enough to make up for her relative weakness during her downtimes.

Mostima’s Module SPC-Y - Home of 'Black Lock' and 'White Key' is the crux to her effectiveness and unlocks a higher tier of usability. Not only does it significantly decrease her DP cost, it also gives a massive boost to her second Talent that is truly felt with her Skill 3. As her fully-leveled Module outright doubles her second Talent’s slow, which is then tripled by her Skill 3, this gives Mostima the ability to essentially stop any foe in their tracks with a 90% MSPD debuff (and 99% with Potential 5). Her Skill 3’s ability to essentially stall any foe comes useful even in the hardest of scenarios, as her ability to glue dangerous enemies in place is handy for buying teammates valuable time to DPS them down.

Still, fully leveling a 6 Module is a massive investment, and Mostima still only fulfills a supporting role after. In a game where DPS is of most importance, pouring resources onto Mostima is a lot to ask, particularly for newer rosters. Though her stall utility is quite strong, she still has quite lackluster damage. Most doctors would be better served investing in her later down the line in their roster progression, prioritizing core DPS units first.

Newbie Tier List Explanation

Her massive DP cost, lacking DPS, and low-uptime kit focused mostly on stalling rather than outright damage make her mostly inadequate for carrying lower-leveled rosters. Most early-game Doctors are better served investing in better DPS units first, as Mostima’s stall utility only becomes truly useful in the late game as a supporting option.

Elite Promotion Discussion

  • 3rd Skill - Key of Chronology - Do you need all those enemies to just chill out?  To take a breath, tone down the anger and violence, and just be eliminated in a calm, peaceful, and orderly manner?  Mostima makes it happen with her laid back attitude and amazing wide Area of Effect crowd-control.  Her S3 Slows all enemies by at least 45% in an increased Range, while also making them step-off with a light pushback.  To top it off, it hits all enemies in range and buffs an already good ATK stat.  The duration is decent, but the cooldown is quite long, so judicious use will be required, but this is one of the best tools out there to make those enemies chillax and feel the buena onda.

  • Talent 2 - Subjective Time Dilation - A passive movement speed Slow of enemies within her attack range by 15%, which is a huge boost to her utility and functioning as a crowd control Operator.  As is obvious, it combines with her S3 to provide a powerful wide range Area of Effect Slow.

  • Talent 1 Upgrade - Skill Aura - Caster - Doubles the SP Recovery rate that she provides to all Caster Operators.  Another great boost to her overall utility, and an important buff for Caster teams and herself as well because of the large SP Costs of her Skills.

  • Module SPC-Y - Home of 'Black Lock' and 'White Key' - Fully-leveled, this Module gives a significant boost to Mostima’s effectiveness and is the investment that ties everything together to give her usefulness in endgame scenarios. The -8 reduction to her DP cost is much appreciated. More importantly, it improves her Talent 2 Subjective Time Dilation, doubling the original MSPD reduction to 30% (+3%), which is then further tripled by her Skill 3 Key of Chronology. This module fully enables her Skill 3, the difference in ability to stall out foes compared to her pre-Module self being quite significant and relevant for bosses with rush mechanics. It effectively gives her Skill 2’s utility of locking foes down to her S3, with its high damage, area of effect, and uptime—Mostima ultimately gets to have the best of both worlds between her two skills to have one of the strongest stalling in the game.

Historically, Mostima has been one of the lowest graded units in this guide. Since nearly launch, she has epitomized early design mistakes, with her paltry damage, long downtime, and high costs. That is still mostly true. While most basement dweller 6★s picked up good Modules, Mostima is a unique case. Her SPC-Y Module is quite good, and it does give her a strong niche that even appears in some end-game scenarios like CC#12. However, it does not have a huge influence on her skills such as with someone like Guard Ch'en. Even with full Mastery, her damage is still weak and her cycle time is still brutally long. In other words, her SPC-Y Module niche is worth almost as much at SL7 as it is at M3. It's worth enough to note with a grade here, but it’s not something most players should consider, given the costs of Modules and her general weaknesses.

She can get along with just about everyone, but also seems to keep her distance at the same time.

First of all, just being able to find her is no small feat.
Second, even if they manage to talk to her, some say that they feel as if they are talking to the air. Regardless of if they're thanking her, admiring her, swearing at her, or piling hatred upon her, she seems to only respond by curling the corners of her lips into a wry smile, answering with a normal demeanor as if she felt no emotions.
And Ms. Mostima herself made it clear that regarding emotions, she 'doesn't hate them, but has no need for them.' Her words reflect a remarkable nonchalance. This is an important reason why many consider her to be more terrifying than even less personable colleagues. Whether her personality is a result of her past, or simply a numbness derived from many long years of work as a transporter, we may perhaps never know.

As a veteran transporter, Ms. Mostima often has some logistics commissions that require her to go to remote or even dangerous places, so she will often not be aboard the Rhodes Island ship - terms that have been specified in her onboarding contract.
In fact, very few Operators are actually standing by on the ship at all times. Once the Rhodes Island ship has docked at a certain location, Operators are free to carry out activities in the locale as long as they maintain contact with the ship and do not act in a way that would damage the interests of Rhodes Island.
Beyond this point, however, Ms. Mostima also has a few peculiarities. According to the application she submitted, Ms. Mostima often proactively seeks out delivery orders that would require her to travel abroad. Usually, Rhodes Island couriers will only operate in a local vicinity, because the time and risk involved in long-distance travel is a serious consideration for even the most experienced in the industry. Yet it doesn't seem to concern Ms. Mostima.
Does this mean that she has a special reason for doing so?

Even though Ms. Mostima seems to have integrated well into Rhodes Island and has even established trust with the Doctor, she is still a complete mystery in the eyes of many.
Following the guideline that, outside of extraordinary situations, we are not to pry excessively into the history of our Operators, Rhodes Island has no plans to seek answers to each and every one of these questions. However, one truth is very clear.
The Law is absolute. From the moment she aimed her gun at another of her kind, her fate was already decided.
This is a publicly known secret.

In addition to her past experience, there is another noteworthy thing about Ms. Mostima, and that is her ability. Her two staves, known as 'Black Lock' and 'White Key' respectively, can cast very different spells. This is an extremely rare phenomenon, and her explanation of this is preliminary at best.
There is no doubt that Ms. Mostima's powers are unfathomable. According to the judgment of Chief Engineer Kal'tsit at the time she tested Ms. Mostima's abilities, Rhodes Island's training facilities would have been destroyed if she had put more effort into the testing. Such is the terrifying scale of her power.
More importantly, though, what was the monstrosity that appeared behind her at the moment the two forces within her hands overlapped?
