Quick Evaluation
+ Talent: Gains a large ASPD and ATK boost in IS2
+ S1: Good skill uptime. Decreases his attack interval and attacks hit multiple targets (equal to his block count) for the skill duration. Offers an additional bit of survival with a boost to max HP.
+ S2: Great damage with increased range. Synergizes well with his trait to reduce enemy RES.
+ A DPS/Blocker hybrid that can put out some decent Arts damage.
- Much less tanky then other Arts Protectors. Lacks mitigation to support the blocking side of the hybrid role.
- Misses out on a significant amount of power when not used in IS2
- S2: lacks any defensive bonuses. Without a healer, he will die at the end of his skill duration due to the HP loss over time.
Operator Overview
Shalem was a member of the Crimson Troupe back in the day—the same troupe that Phantom was a part of and the same troupe that the Doctor is fighting against in Integrated Strategies #2. If you’ve stepped foot into the IS#2 mode, it shouldn’t surprise you to know that the Crimson Troupe did a lot more than acting… and that they didn’t accept failure in their members. When Shalem failed to complete an assassination mission, he was forced on the run from the Crimson Troupe, which brought him to Rhodes Island as the first 5* Arts Protector Defender who is focused on IS#2, bringing high burst damage and a RES debuff.
Shalem’s E0 Talent, Land of Memories, immediately tells you that he’s built for IS#2 mode, as it grants him an ATK and ASPD buff on IS#2 stages. His E2 Talent, Proclamation of Doom, is more general-purpose, giving each of Shalem’s attacks a chance to inflict a RES debuff. This is useful for the team in general but also for Shalem in particular—as an Arts Protector Defender, he deals Physical damage normally but Arts damage when his Skills are active.
With Rapid Onslaught, his S1, Shalem increases his own max HP and ASPD and attacks multiple enemies equal to his Block count. Gaining durability and damage in the same Skill is nice, but you can throw caution to the winds with his S2 instead: Carnival of Self-Immolation. Not only does it have a hardcore name, but also a hardcore effect: Shalem starts losing HP every second in exchange for attacking multiple units with ranged Arts blasts over an increased attack range. Carnival of Self-Immolation will kill Shalem from full health if he doesn’t get healed. It should also kill most enemies within its range, especially once the RES debuff from Proclamation of Doom gets applied.
Despite being a Defender, Shalem is a very offense-focused unit. He isn’t very durable on his own and even Rapid Onslaught’s HP boost doesn’t change that. But is his offense worth investing in? Well… in IS#2, the Land of Memories buffs make him quite powerful, and even outside of IS#2 he can be useful for his RES debuff and ranged burst. Be aware, however, that Shalem needs to be E2 to get the full benefits from Land of Memories. That’s a lot of investment for a power spike you’ll only see in one game mode—especially when it doesn’t even make Shalem top-tier for said game mode. It does make him pretty strong, though, especially early in IS#2 runs, where his multi-target Arts Skills can wreak utter havoc on the enemy.
Newbie Tier List Explanation
In the early game, where blocking is more prevalent but incoming damage isn't very high, this kind of blocker/DPS combo can be quite effective. Also, the melee arts damage can be useful for limited rosters. His S2, however, does a signifcant amount of self-damage, which might be unintuitive and risky for new players. His 5 star dev costs are also a drawback, so be sure to consider 4* Dur-nar before deciding to develop him.

Shalem's main problem is consistency. S2 is the better skill, but Defensive Recovery skills are always tough and the RNG component of both his skill and his talent can make him tough to use. Most people shouldn't raise Shalem, even within the context of IS2, but if you did want to, his S2 has pretty important Masteries that he needs to be effective. If you're using him regularly, consider S1 as well for better consistency.

Increase Trust to 100.An acquainted operator informed him someone called Phantom had joined as an Operator in the past few days. Who was Phantom? Shalem knew in his heart as clear as night.
Ever since, he began making every effort to shrink his range of activity; if there was no need, he wouldn't set half a pace beyond his dormitory. The ghost of the troupe was still wandering aboard Rhodes Island, and should they meet, he would have no way out. Just like this, Shalem disappeared from Rhodes Island for an age...
When he received a mission on his terminal to seek the missing Operator Phantom, Shalem believed someone to be pranking him, but after verifying high and low, he realized Phantom truly had departed Rhodes Island, and no one was more familiar with the mission objective's search area than Shalem.
It was his and Phantom's home, and the beginning of their nightmares.
The past had already found Shalem, and he could not choose to stay uninvolved again.
He accepted the mission to search for Phantom.

After the flood receded, some sumptuously graceful guests entered the village. Yes, they handed people money to seek local aid; yes, they carefully selected, adopted many children who were without claim, now their parents had vanished or been lost. Numbering one of them was the young Shalem.
When Shalem and the great huddle of children first saw the troupe's tent, and were taken to their quarters in familiar manner by the butler, given bread from the old man's hands, listened to his cordial questions, their hearts were filled with a hope for the future.
'You are children of the arts. Now, you may rest well.'
So the old butler promised, and so Shalem believed.
Soon after, his life became a play.
Modest and gentle was the label the troupe gave to Shalem, and ever since then, it has become his 'true personality.'
We shan't dwell on the daily physical training and rehearsal of lines. Understudies as excellent as Phantom would be led upon stage, given verbal motivation and material reward in front of them all. And of course, those children not fit for the troupe's demands would be correspondingly denounced.
Everyone wanted to be the lead on stage with the support of all, and not the failures rebuked before them. And so, on all of their shoulders sat an incorporeal burden.
Not every child could bear this burden, and though no worries of nourishment nor sleep were had, some still had not the physical power to last upon the stage. Or, perhaps, they were encaged in a role, unable to recover themselves.
The children who entered the troupe together one by one disappeared, and those left were completely changed in temperament, not a speck of the innocence of their years left visible.
As they grew in years, Shalem had convinced himself to accept one fact:
We were only brought into this troupe to offer our lives to the arts. If we are unable to perform...
Then we have no right to live within the troupe.
Whether voluntary or not, so long as you joined the troupe, the script you were given would be written long in advance.
To run until your life's end.

In his dreams, Shalem watches the traveling troupe's performances with his parents, and their performance is of a one-of-a-kind vast flood, submerging everything. Only a few survivors remain, pulling through atop the mountains. Survival drives all to the brink, and they who ought to have worked together past these difficulties began to slaughter each other. In the end, no one escapes. Only a few uneaten slices of meat remain, scooped away by fowlbeasts, flapping their wings across the endless waters.

And yet he! He follows the prey's steps, disappears with it into the barrens' ends?!
