Quick Evaluation

+ S3: Good DPS when everything manages to line up.
+ S1: Decent DP generation and recovers his wolves which normally have a long recovery time.
- Much lower return on expensive investment for upgrades than other 6★s.
- Mixed damage types greatly hurts his DPS against stronger enemies.
- Summon has bad stats and a longer redeploy than other Tacticians. The 3-block makes them very fragile as well.
- Wolves range is only their own tile, which contributes to their fragility.
- Kit has no utility beyond damage.
- S3: High initial SP required for activation is awful for a DPS skill, and triply awful for a Vanguard skill. Much of the DPS is reliant on his wolves, which have weak stats and are fragile.

Operator Overview

Vigil is one of the candidates for the mayor of Siracusa. He is put in contact with Rhodes Island by Texas on the grounds of seeking medical cooperation, which is about the only way Vigil could cooperate with Rhodes Island without starting a Siracusa-wide riot. Even with this politically neutral excuse, Vigil has suffered criticism and verbal abuse for the partnership. That hasn’t stopped him from actively assisting Rhodes Island as a welfare 6* Tactician Vanguard who places multiple summons on his Tactical Point and can ignore enemy DEF.

The defining feature of Tactician Vanguards is the placement of their Tactical Point, which becomes a summoned creature that helps the Vanguard fight. Vigil’s summoned creature (from his Leader of the Wolf Pack Talent) is the Wolf Pack, which is a bit unique among Tactician Vanguards. He builds up to three “stacks” of his Wolf Pack, with each stack providing an extra attack and an extra Block Count for the overall unit. Tactician Vanguards also deal increased damage when attacking enemies blocked by their Tactical Point, and Vigil’s E2 Nature of the Wolf Pack Talent enhances this by causing Vigil and his Wolf Pack to ignore a portion of enemy DEF when targeting an enemy blocked by the Wolf Pack.

Vigil’s Skills naturally interplay with his Wolf Pack in different ways. His S1, Call of the Leader, is an automatic Skill that generates DP and summons another wolf for the Pack (or restores the Pack to full HP if it is at max stacks). His S2, Boon of the Leader, is also an automatic Skill, but one focused on damage: it generates a small amount of DP and causes the Wolf Pack’s next attack to deal bonus damage and also heal the Pack. If the Pack defeats its target with this attack, extra DP is generated. (Be aware, however, that this Skill cannot activate until the Wolf Pack attacks to use up the charge, so it cannot generate DP unless there are enemies in range for the Pack to attack.) Finally there’s his manual S3, Dignity of the Leader, which generates DP during the duration and causes Vigil’s attacks to deal multiple hits. In addition, Vigil and his Wolf Pack will deal bonus Arts damage while attacking enemies that are blocked by the Wolf Pack during this Skill’s active period.

On paper, this may sound like a pretty sweet deal. Multiple summoned attacks, extra Blockers, DEF ignore, and DP generation? What’s not to like?

Unfortunately, Vigil’s kit suffers from extremely clunky mechanics and an overall lack of power. By far the biggest issue is how fragile the Wolf Pack is, even at max stacks. It’s very difficult to get value from the DEF ignore from Nature of the Wolf Pack or the Arts damage from Dignity of the Leader because the Wolf Pack isn’t durable enough to stand up to strong opponents for more than three hits (one for each stack of the Wolf Pack). This means that Vigil can’t use his full power against strong enemies, where you’d need it most. His S1 extends the Pack’s durability and enhances his DP regen but has no offensive power whatsoever; his S2 cannot activate unless there are enemies around and will rarely benefit from the “gain extra DP” effect because the Wolf Pack has such low damage output; and his S3 has all the usual downsides of hybrid damage in Arknights as well as low uptime. Poor Vigil just can’t catch a break.

Vigil is not completely unusable, of course. The Wolf Pack is usually able to survive smaller enemies, so in situations where Block count is more important than durability (i.e., enemies that split upon death), it can be a cheap source of extra Block count. Furthermore, because each stack of the Wolf Pack requires a separate hit to kill, the fully-stacked Pack can be relied on to absorb up to three hits, which can be useful—especially combined with S1’s healing and recovery. Vigil is not a master of damage output or DP generation, but if he’s your husbando, there are ways to get value from him anyway.

Newbie Tier List Explanation

An expensive to develop unit that is terrible at end game. Even though he is probably living his best life in an early-game roster, he's still not worth developing over other cheaper to develop DP generators.

Vigil has the extremely dubious honor of being the first completely ungraded 6★ in this Mastery guide. His summon is weak, his already mediocre DPS is reliant on that weak summon, his DP generation is low, and his main skill has a horrific initial ramp-up. There is no meta justification for spending your resources on Vigil.

Should you opt to pursue him anyway, you could go with either S1 or S3. His S3, is his better DPS skill and will probably be more generally useful. If you only do one (or rather, insist on doing at least one), S3 is the one to go with. In good conditions it can even reach some respectable DPS. However a bad cycle time, low DP generation, a reliance on his weak wolves blocking, and an absolutely horrific initial activation time seriously hinder what would already be a fairly niche skill.

His S1, meanwhile, is better for DP generation owing to a relatively forgiving cycle, and renewing a wolf does work around one of his kits' major flaws. However, his DP generation is still pitiful compared to other commonly available Vanguards, and it’s his lowest DPS skill. It's something you should only pursue if you're insistent on using Vigil over better options.

Pass on his S2. While you might initially think that it would be a nice, consistent AFK DP generation skill, it doesn't actually trigger if the wolves haven't spent the previous activation. This makes its effective DP generation extremely unreliable.

He excels in mid-range combat, and exhibits comparable strategy and leadership abilities across a variety of tasks.

A taciturn Lupo youth.
Though he declined to disclose his identity, the fact that he comes from Siracusa, coupled with his not-particularly-subtle attire, makes it fairly easy to guess what Vigil's background might be. As such, when he first visited Rhodes Island, a hushed silence followed wherever he went.
But this situation was quickly dispelled before it could turn into trouble–
During lunchtime, Chiave, a fellow Siracusan, greeted him cheerfully. Aosta and Broca, who were with him at the time, seemed reluctant to show their faces. However, the scenario that people were expecting to break out did not unfold, and Vigil had a calm and cordial conversation with Chiave's gang.
This conversation ended with Chiave's arm around Vigil's shoulder, and Chiave proclaiming to the surrounding operators that his gang would celebrate Vigil's arrival.
According to the recollection of an operator present at the time:
'Had people not already been familiar with Chiave's personality, they might've mistaken him for the one with the higher status back there.'

Establishing ties with Nuova Volsinii was an unexpected opportunity for Rhodes Island, but also poses its own risks.
The reason has nothing to do with Vigil; the city is simply too unique.
The city is a special administrative region acknowledged by Signora Sicilia, where the mafias are not allowed to enter or peddle their influence. Of all the countries across this land, perhaps only in Siracusa can a city like this – independent of the existing powers – pop up out of thin air without causing widespread panic and backlash.
The existence of this city undeniably represents a future recognized by Signoria Sicilia, a challenge to authority that may well unfold in Siracusa; however, it is also destined to stand in opposition to the other mafias.
Vigil sought out Rhodes Island on the basis of medical needs.
As a rule, Rhodes Island normally tries to avoid cooperating with such politically sensitive entities. However, when Operator Texas brought him and Penance before Dr. Kal'tsit's office, the situation became much more complicated.
He made no effort to conceal the events that had unfolded in Old Volsinii. His vision of the future ultimately moved Rhodes Island, and so this relationship was realized.
His reason for choosing to become an operator seems almost ordained by fate – what he said was, he saw how Rhodes Island gathered people from all across the land and all walks of life, and he wanted to spend more time communicating with and learning from them.
He displayed a genuine thirst for knowledge of things beyond Siracusa, and his humility has won him the acknowledgement of most operators.
As such, he has already made many friends, and they openly speak highly of him.
It can even be said that Vigil's arrival changed many peoples' impressions of Siracusans.
Consequently, this has also led him to stay at Rhodes Island for longer periods of time than his identity allows, which Penance frequently berates him for.

As long as Vigil and Penance are both on the landship at the same time, you will see them dining together.
In order to avoid complicated rumors, after Penance joined Rhodes Island, Vigil would introduce her to the other operators as a big sister figure. While Penance has not really admitted to this point, she has also not gone out of her way to deny it.
However, it is no mystery that both Penance and her ideals are special to him.
'I was brought up to be the famiglia's heir. From the very beginning, I've always been pursuing ways of expanding the famiglia's power, and ways of doing my job more efficiently. I'm not such a noble person.' During a chat with the Doctor, when the topic of his origins came up, he smiled and explained: 'Now that I think about it, that was from before when Famiglia Texas was liquidated. As the power and influence of the Colombian famiglie grew, some of their ideals and practices started to leak over into Siracusa as well. For better or worse, Siracusa's famiglie also started to become more 'civilized,' and that affected me to some degree as well.'
'Originally, I was going to become someone who would stop at nothing to secure advantages for the famiglia. But, Lavinia... Alright, I'll call her Penance here, since she seems to like that codename. Anyways, after my father brought her into the famiglia, things changed.'
After getting to this point, Vigil paused for a while, as if carefully considering his words. 'So many things happened along the way, including her dispute with my father. In the end, she decided to accept the position of judge that he arranged for her, but this isn't a story you should be hearing from me – ask her yourself if you're interested. Looking back, in the process of learning as much as I could to become an effective leader of the famiglia, I not only learned about Siracusa's rules and Columbia's cunning, but also of the justice she had never given up.'
'Unfortunately, Demetri had always been tasked with the responsibility of intel gathering, so he was always running around and had little time to talk to Penance. If he had the same opportunities as me, maybe we wouldn't have turned out like this.' He let out a sigh. 'Forget it, let's not talk about this anymore.'
'In any case, Doctor, I see Penance as a superbly upstanding person. For her to be able to hold onto her ideals in a place like Siracusa is an incredibly rare and precious thing. Plus, my mother passed away at a young age, and my father... though we didn't have a bad relationship by any means, there were certain things that I could not easily share with him, so...' He suddenly showed some hesitation and paused for a while when he got to this point, before finally continuing: 'When I was still relatively young, she played both an older sister role, as well as...'
'Vigil, I need to talk to you about the planning of the new city. Also, I heard the quality of your work hasn't been up to par lately; have you been staying up late again?' From not too far away came a clear, pristine female voice. Without a doubt, it belonged to Penance.
'Uhh... Doctor, if you'd excuse me.' Vigil stood up and trotted towards the voice, mumbling justifications for himself as he ran: 'It's not like I held up the project or anything.'
In that rare moment, he appeared to be just another impetuous, fearless youth.

As a matter of fact, had it not been for Rubio's death and Danbrown's accusations opening his eyes at a critical juncture, he most likely would've perished in the maelstrom that his father set into motion.
