Operator Overview

In contrast to her many "Texas, can you do it?" memes, the Lupus Operator hides a quiet affectionate side behind her killer competence. As the Vanguard for Penguin Logistics, Texas specializes in AoE Crowd Control (CC) and Deployment Point (DP) Recovery.
Although she can act as a standard DP-recovery vanguard equipping Charge γ, Texas is more commonly used for her unique skill, Sword Rain. This skill provides a large AoE guaranteed stun on command that deals Arts damage while granting DP. Her Talent that provides extra DP at the start of the map can also be a great tool for tough content that requires fast starts.
Texas's Crowd Control provides flexible utility to the team, from buying precious time against tougher enemies or preventing Wraiths from slipping past. The Arts Damage will make sure to hit enemies high in DEF, while the stun provides more time for allies to attack. However, using Sword Rain requires careful timing. Outside of ideal situations where both its effects are needed, Sword Rain's Cooldown has an opportunity cost that can prove fatal if mistimed. Additionally, her defensive stats are a bit lower for Vanguards in her class, requiring careful skill usage and healing to stay alive. Despite these downsides, the value of Crowd Control cannot be understated, making Texas a strong pick for a variety of stages.

Can directly replace Fang, almost recovers her DP cost in less than 15 seconds, and gives +1 initial DP (2 at E2) just by being in squad.
Elite Promotion Discussion
Texas’ E2 promotion enhances her ability to handle fast starting Operations. Her Talent, Tactical Delivery, starts the team with 2 DP at E2 (up from 1 at E1). Although this doesn’t seem like much, it can make all the difference when it is needed.

Despite being a 5★, Texas is probably the most valuable Pioneer Vanguard in the game. While her stats are middling, her Talent and her S2 are assuredly not. Despite that, her Masteries can be tough to appreciate since the damage is nothing special. Texas gains an extension to her stun duration at M1 which is powerful for the cost, but the benefits beyond that are not nearly as impressive. Advanced and Roguelike players will want to prioritize her fairly highly anyway. The upgrades to her wind-up and DP generation are not huge, but they do matter, especially when using her in tandem with Bagpipe. However, Story-only players may find that not particularly worth the cost as that super rapid setup is often nowhere near as necessary there.
Base Skill Analysis
Texas gains her second RIIC Skill at Elite 2.
Her Skill 1 Trading Post buff is one of the highest in the game when paired with Lappland. She is part of the Holy Trinity of Trading Post Maximization: Exusiai, Texas, and Lappland. She is a strong Vanguard worth E2ing eventually for the gameplay gains as well.
