The narcoleptic Data Recording Officer of Rhodes Island, Ptilopsis has made considerable accomplishments in the healing Originium Arts. She is an AoE and Support Medic and her claim to fame is her support Talent, Skill Point Halo, which increases SP recovery for allies, allowing them to use Skills sooner and more frequently. This can be a massive boon for your team, but it does have two drawbacks:

It only affects skills with “per second” SP gain.

It is less useful for Skills with long durations, or those meant for a single use and with high initial SP.
Both of Ptilopsis’s Skills are related to healing efficacy, especially her second Skill, Enkephalin. When activated, Enkephalin increases the range and speed of her healing, allowing her to keep up with burst damage or sustained damage across a wide area. Although it has a very high SP cost, the Initial SP is quite high, so the first use is available relatively quickly.
Like all AoE Medics, Ptilopsis pays for the advantage of healing multiple allies with a weaker individual heal than her single target counterparts. However, the healing power of her second Skill and the SP generation utility she brings make her a very strong Medic choice, often adding considerable overall value to your team.

Her Talent, Skill Point Halo, makes Ptilopsis one of the most widely applicable Skill Point Batteries, as it increases the SP regen speed of everyone on the team that has a per-second charge Skill. Her E2 doubles the bonus, doubles the flavor, and doubles the fun.

While Ptilopsis is primarily known for her Talent, she also has one of the best pure healing skills in the game. Her S2 Masteries represent big gains too. The interval reduction at M3 results in around a 30% improvement, and the 10 SP initial cost improvement is a meaningful difference in tight spots. So why isn't she graded higher? Well, aside from pure healing skills being generally among the lowest of priorities, Mastery can be expensive overkill. There aren't many scenarios where she can't already outheal at SL7.
While her S2 is almost exclusively preferred from a meta perspective, you could also consider S1 if you're an especially heavy Ptilopsis user. It is much weaker in terms of healing, but has significantly better uptime. Given that her S2 is usually overkill, S1 can at times be preferable. However it is still a waifu-tier only Mastery.

Explanation: The increase in normal attack range will only matter when you need to cover an Operator specifically in that spot with normal healing. The fact that it doesn't apply to Skill range is a downside, but it doesn't even really matter much since Ptilo S2 already covers the new range and more, and Breeze's S2 can reach the same tile by utilizing the splash range. Thus, the module won't matter very often, but when it IS useful, it can open up strategic uses for them that are not possible otherwise.

Ptilopsis is a popular choice for E2, and for good reason. This buff might just be a cherry on the top, especially if you are still running 2-5-2 or 1-5-3 at that point.
